After change of sovereignty, various issues may raised in municipal law

– Municipal law of predecessor remains in force until the new sovereign takes step to change it
• O’Connell and others
– Support a principle of vested or acquired rights, that is, that a change of sovereignty has no effect on the acquired rights of foreign nationals
– Supported by tribunal (Forests of Central Rhodopia, 1933; Lighthouses, 1956.)
